Jericho City is in full lockdown. A mysterious nanostorm has driven its population to violence, infected the machines and cut the city off from the outside. The protagonist wakes in the quarantine zone with no memory of the crash that brought them there and has to fight their way through a city that has completely lost its mind.

The Surge 2 is a sci-fi action RPG in the souls-like tradition built around a limb targeting system that makes loot acquisition a deliberate combat decision. Every enemy displays which body parts are armoured or unarmoured, and targeting a specific limb to sever provides that component as a craftable material. This means every fight is a choice between the fastest path to killing the enemy and the specific piece needed for a build. Directional attacks — horizontal and vertical — can be parried with precise timing to build energy for finishing moves and executions. Implants are cybernetic upgrades slotted into the exo-rig, providing passive bonuses, active abilities and energy management. The city of Jericho is a dense interconnected environment with shortcuts, alternate routes and enemy territory that rewards exploration. Three DLC expansions add new areas: The Kraken, Jaws of HAVOC and Firebase Echo.
